Course Details

This course prepares law enforcement professionals to recognize and respond to the growing threat posed by the Sovereign Citizens (SovCit) movement. Participants gain critical knowledge about SovCit ideologies, tactics they use during traffic stops and interactions with government officials, and methods of paper terrorism. 

Participants receive instruction on safely conducting investigations involving SovCit individuals and hands-on opportunities to apply skills in identifying and managing these complex cases. 

Topics covered include:

  • What is a Sovereign Citizen?
  • History of SovCit and associated groups
  • SovCit ideology
  • Cyber investigations into SovCits
  • Identifying SovCits and their tactics
  • Vehicle stops and investigations involving SovCits
  • Contacting SovCits


By the end of this course, participants are equipped with the knowledge and skills necessary to effectively engage with SovCis, mitigate potential risks and conduct thorough investigations in compliance with legal standards and protocols.

Cost: This class is free to all Tennessee law enforcement officers through the Tennessee Office of Criminal Justice Programs (OCJP) Violent Crime Intervention Fund.
