Rick Scarbrough became the Executive Director of LEIC in August 2018. He joined LEIC after serving with the Clinton Police Department since 1995, with the last 16 years as Chief of Police. He also served with the Anderson County Sheriff’s Office for 6 years. Prior to coming to LEIC, Rick served as a Subject Matter Expert (SME) in the areas of leadership, community policing, capital budgeting and domestic violence.
Before his appointment as Chief of Police, Rick held assignments in patrol, investigations, corrections, community policing, SWAT, grant writing and served as the E-911 Director. He holds a Bachelor of Science and a Master's in Organizational Management from Tusculum College. He is a graduate of the 197th session of the FBI National Academy and attended the College of Policing Senior Leadership Seminar held in Manchester, England. Rick has served on the Executive Board of the Tennessee Association of Chiefs of Police (TACP), the Board of Directors of the International Association of Chiefs of Police (IACP) and the Finance Review Committee of the IACP.
Misty Bean

Misty Bean serves as the Business Manager for LEIC. She joined LEIC in 2008 as an Accounting Assistant to provide fiscal support for the center’s staff. Misty is responsible for all accounting duties related to LEIC grants, accounts receivable records, as well as the Regional Community Policing Institute (RCPI) grants involved with law enforcement and community training services.
Misty began her career at the University of Tennessee in October 2003 in Mail Services as a Senior Postal Clerk. Her duties there included sorting, delivering and processing the incoming and outgoing mail. She transferred to UT Graphic Arts Service in July 2005, and served as a Work Order Coordinator. Her duties there included entering job specifications and assisting customers with various printing decisions.
Megan France
Training Specialist

Megan France serves as a Training Specialist at the Law Enforcement Innovation
Center (LEIC), an agency of the UT Institute for Public Service (IPS).
Most recently, she has served as a senior instructor for the investigative operations division in the general investigative skills branch with the Federal Law Enforcement Training Center (FLETC). She's delivered training programs both domestically and internationally. Her vast experience in law enforcement also includes serving as assistant special agent in charge with the U.S. Department of Transportation, Office of Inspector General. Megan received her bachelor's degree from The Ohio State University.
Jeff Hundley

Jeff Hundley is a Training Specialist at the University of Tennessee Law Enforcement Innovation Center (LEIC), an agency of the UT Institute for Public Service (IPS). With a rich professional background, Jeff's expertise spans various domains. Previously, he contributed to the UT Naifeh Center for Effective Leadership as a training coordinator. Prior to that, Jeff made a significant impact by training foster parents and serving as a case manager for the State of Tennessee's Department of Children's Services (DCS).
Jeff's educational achievements include a bachelor's degree in human services from Eastern Kentucky University and a master's degree in human resources and management from the University of Tennessee Knoxville. Furthermore, he is a Certified Public Manager, an executive coach, a qualified administrator of the Intercultural Development Inventory, and holds certifications in Diversity, Equity, and Inclusion in the Workplace as well as Inclusive Leadership from the University of South Florida Muma College of Business.
With his extensive knowledge and comprehensive skill set, Jeff Hundley is committed to driving innovation, fostering effective leadership, and promoting diversity, equity, and inclusion in professional environments.
Jason Jones
Training Specialist

Jason Jones joined LEIC as a Training Specialist for the National Forensic Academy (NFA). He brings 25 years of experience in criminal/crime scene investigations. He is a graduate of Georgia Military College in Milledgeville, GA, and Shorter University in Rome, GA.
Prior to coming to LEIC, Jason worked for the Georgia Department of Public Safety as a criminalist and forensics instructor at the training center. At the Georgia Public Safety Training Center, he taught courses on crime scene investigation, bloodstain pattern analysis, latent print development, and Basic Training for Coroners and Death Investigators. He served as a board member on the Georgia Coroner’s Training Council, where he was instrumental in elevating the standards for training Georgia’s coroners and deputy coroners. Jason is a graduate of the 46th session of the NFA where he was selected by his peers as the class leader. Jason's memberships include the International Association for Bloodstain Pattern Analysis, the International Association for Identification, and the American Academy of Forensic Sciences.
Rhiannon Jones

Rhiannon Jones joined LEIC in August 2022 as Program Manager. She comes to LEIC after working as an investigator for the Tennessee Comptroller of the Treasury. From 2009 to 2020, she was a special agent with the Georgia Bureau of Investigation in Atlanta. She joined GBI in 2007 and worked on the Crisis Intervention Team through 2009. Rhiannon received her bachelor's degree in international affairs from Georgia Tech and her master's in criminal justice from Georgia State University.
Jeff Lindsey

Jeff Lindsey joined LEIC in January 2016 as a program manager. Jeff came to LEIC after a 26-year career with the Federal Bureau of Investigation (FBI). During his FBI career, Jeff served in a variety of investigative, tactical, training, senior leadership, and program/project management assignments. He had been an active FBI-certified instructor in several areas throughout his career both in the field and at the FBI Academy. Prior to the FBI, Jeff served as a deputy sheriff with the Jefferson County Sheriff’s Department and as an Airborne-Ranger qualified Military Intelligence Officer in the U.S. Army.
Jeff is a graduate of the U.S. Marine Corps Command and Staff residence course and the U.S. Army War College Defense Strategy Course. He holds a bachelor of arts in political science from Carson-Newman College, a master's of military studies from the Marine Corps University, and a doctor of philosophy in education from Northcentral University with a specialization in organizational leadership.
Amanda Moore

Amanda joined LEIC in 2022 as an Administrative Specialist, bringing over a decade of experience in healthcare. Before joining LEIC, she spent 13 years working in primary care, pediatrics, and cardiology, where she excelled as a patient service representative, procedure scheduler, and referral coordinator. Amanda holds a bachelor's degree from Tennessee Tech University. In her free time, she enjoys traveling, reading, and spending time with her husband and two sons.
Donnie Ross

Donnie Ross joined LEIC in June 2021 as a Training Specialist for the Community Policing Development: Rural Law Enforcement Training Center Grant. He served 15 years with the University of Tennessee Police Department (UTPD) where he finished as a lieutenant and led the Criminal Investigations Unit, Property and Evidence section, Strategic Initiatives Unit, and Records Section. Donnie also served as the department’s Internal Affairs commander, background investigator, Critical Incident Response Team commander, and Joint Terrorism Task Force Working Group member. He also spent time leading the department’s Motorcycle Unit, Community Relations Unit, and K-9 Unit. Donnie was a department instructor in defensive tactics, use of force, report writing, and arrest control. He also served as the Rape Aggression Defense coordinator training hundreds of women in self-defense strategies.
Donnie is a graduate of the 255th session of the FBI National Academy. He holds a Bachelor of Science in Sports Management and a Master’s in Sports Management, both from the University of Tennessee, Knoxville, and a Master’s of Business Administration from the University of Tennessee, Martin.
Tim Schade

Tim Schade joined LEIC in August 2017, as a Training Specialist, with emphasis on the numerous courses facilitated and conducted by LEIC and the National Forensic Academy (NFA). Tim came to LEIC with over 28 years of crime scene and forensic experience with the Knoxville Police Department. He is a Certified Latent Print Examiner through the IAI and has testified in numerous courts at various levels. He has also served on the Search and Rescue Team.
Tim has performed training for the Knoxville Police Academy and the Citizens Police Academy. He has been a trainer for the NFA since 2001, and taught DNA classes and train the trainer classes for DNA training. He also taught classes for LEIC in Forensic Applications to Bio-Terrorism, Forensic Training for the U.S. Air Force, Forensic Applications in Corrections, Crime Scene Management and Operations, Forensic Applications to Domestic Violence and Campus Sexual Assault, Forensic Photography, Latent Print Identification, and Latent Print Development.
Tim holds a Bachelor of Science in Criminal Justice Administration from San Diego State University, a Bachelor of Arts in Political Science and a Master's in Public Administration from the University of Tennessee, Knoxville.
Dereck Stewart

Dereck R. Stewart serves as a teaching associate at LEIC. He came to LEIC after his retirement from the Tennessee Highway Patrol. Dereck's experience spans more than three decades where he served in or supervised every business unit within the Highway Patrol before his appointment as the 14th Colonel of the Tennessee Highway Patrol in 2018. Dereck became the first African-American Colonel in the 90 year history of the Tennessee Highway Patrol. He has been influential in the law enforcement community as a whole-serving most recently on the Governor’s Use of Force and Duty to Intervene Task Force, on the International Association of Chiefs of Police Board of Directors.
Dereck is a graduate of the Tennessee Government Leadership Program – LEAD Tennessee, the Tennessee Government Executive Institute, the FBI National Academy Session #230, the FBI Law Enforcement Executive Development Association Executive Leadership Institute (LEEDA), the FBI National Executive Institute Session #39 and the prestigious Northwestern University School of Police Staff and Command. He holds a Bachelor of Science from Middle Tennessee State University.
Courtney Hickman

Courtney serves as Administrative Support Specialist at LEIC. Prior to joining LEIC, she spent nearly 15 years in the medical field. She held a variety of positions, from medical assistant to Team Lead in Orthopedics, Plastic Surgery, and, most recently, a private dental practice.
When she isn’t working, Courtney enjoys reading (mostly thrillers, mysteries, and historical fiction), traveling, watching her son play baseball, and spending time with her husband Chris, their son Jaxon, and their four dogs—Laci, Jinks, Sophie, and Sailor.
